บทบาทภารัฐต่อปัญหาการเปิดบ่อนคาสิโน The role government on the open a casino

Abstract

บทความนี้มีวัตถุประสงค์ เพื่อทำให้ทราบถึงความเป็นมาของการพนัน อุปสรรคต่อการเปิดบ่อนคาสิโนและการพนัน รวมถึงบทบาทของภาครัฐต่อการเปิดคาสิโน เพื่อนำไปสู่ความคิดเห็นว่าประเทศควรจะมีการเปิดคาสิโนหรือไม่ในอนาคต ทำให้ทราบว่าภาครัฐควรมุ่งเน้นการมีบทบาทต่อการจัดการในการเปิดคาสิโน โดยการส่งเสริมหลักศีลธรรม คุณธรรมในการเปิดบ่อนคาสิโน เนื่องจากการจัดตั้งบ่อนคาสิโน ก็เพื่อมุ่งหวังในด้านการพัฒนาทางเศรษฐกิจ สร้างรายได้ให้แก่ประเทศชาติ แต่การพนันก็มักมีผลกระทบในด้านสังคม ดังนั้นภาครัฐควรมีบทบาทสำคัญในการส่งเสริมการศึกษาและพัฒนา เพื่อยกระดับจิตสำนึกทางจริยธรรม เน้นการปลูกฝังระเบียบวินัยความซื่อสัตย์ และคุณธรรมจริยธรรมในสังคม ควรหลีกเลี่ยงเส้นทางแห่งอบายมุข 6 รวมถึงรณรงค์ให้เห็นโทษของอบายมุขและการเสพติดการพนันมากกว่าที่จะส่งเสริมให้เกิดการตั้งบ่อนคาสิโนขึ้นมา โดยไม่มีมาตรการหรือกฎหมายในการรองรับอย่างแน่นอนและครอบคลุม

This article aims to know the history of gambling. The relationship between the role of government to open a casino including ways to tackle the impact that happen on opening a casino which leads to the concept in opening the casino or not in the future. Keeping in mind, the government should focus on the role of management in opening the casinos along the Buddhist’s way with the harmonies by promoting morality. The virtue of managing the casino has both advantages and waste due to the establishment of casinos that look forward to in terms of economic development and generate revenue for the public.

But gambling has always had an impact on various aspects including the impact on society. Thus, the government should play an important role in promoting education and development to raise awareness of ethical focusing on instilling discipline, honesty, ethics, and society by avoiding the six of vices, including a campaign to condemnation of the vices  and addictions to gambling than to foster the casino opening without measures or laws to support and cover tightly.
