แนวคิดเศรษฐกิจชุมชน: เหลียวหลัง แลหน้า นำพาเศรษฐกิจชุมชนสู่ทางรอด The economic community concept: Look back, Go forward, Bring Economic Community to survive

Abstract

ภาวะวิกฤติเศรษฐกิจตั้งแต่กลางปี 2540 และพระราชดำรัสของในหลวง ประกอบกับปรัชญาของแผนพัฒนาเศรษฐกิจฉบับที่ 8 เน้นการพัฒนา “คน” และรัฐธรรมนูญใหม่ที่ให้ความสำคัญต่อ “ชุมชนท้องถิ่น” ได้สร้างกระแสอย่างกว้างขวางให้สังคมกลับมาทบทวนแนวทางการพัฒนาเศรษฐกิจของประเทศ โดยเฉพาะเศรษฐกิจชุมชนของชุมชนในชนบท ในช่วงปี 50 ปีที่ผ่านมา การพัฒนาประเทศไม่ได้สร้างความเข้มแข็งทางเศรษฐกิจให้แก่ชุมชนท้องถิ่นในชนบท หรือ “เศรษฐกิจของฐานล่าง” ซึ่งเป็นเศรษฐกิจของประชากรส่วนใหญ่ จึงมีส่วนสำคัญยิ่งต่อความยั่งยืนของการพัฒนาเศรษฐกิจและสังคมของประเทศโดยรวม

ดังนั้น เศรษฐกิจชุมชนเป็นส่วนหนึ่งของเศรษฐกิจของชาติ เพื่อให้เศรษฐกิจของชาติมีความเจริญ จึงมีความจำเป็นที่จะต้องพัฒนาเศรษฐกิจในระดับล่าง คือเศรษฐกิจชุมชน เศรษฐกิจชุมชนเป็นเรื่องที่เกี่ยวกับการดำเนินกิจการทางเศรษฐกิจต่างๆ ทั้งด้านเกษตรกรรม อุตสาหกรรม บริการ ด้านการผลิต การบริโภค   และการกระจายผลผลิต โดยให้ชุมชนมีส่วนร่วมในการแก้ไขปัญหาพื้นฐานทางเศรษฐกิจชุมชน คือ การมีส่วนร่วมคิด ร่วมทำ ร่วมตัดสินใจ และร่วมรับประโยชน์ บนฐานรากของความสามารถ ศักยภาพของชุมชนที่อยู่ จากการใช้ทุนในสังคมตนเองที่มีอยู่หรือสามารถจัดหาได้ตามศักยภาพที่ตนเองมีอยู่

The economic crisis since the mid-2540,and the royal remark of Kingincluding the philosophy of the Economic Development Plan No. 8,emphasis on the “people” development, and the new constitution prioritizes more important to “The Local community”. It has generated widespread to the society to review the economic development of the country, especially the Economic Community of rural communities in the past 50 years.The country’s developing does not build the economic strength for rural communities, or "economy of the lower base," that is the economy of the majority population. It is very important to the sustainability of economic and social development of the country as a whole.Therefore, the economic communityis a part of national economy. For the growth of national economy, it is necessary to develop the lower level economy that is economic community. The economic communityis about the implementation of various economic activities including agriculture, industry, services, manufacturing, and distribution of consumer products through the local community involvement in resolving the basic economic community. That is participation together to share ideas and to share some benefits which is based on foundation of ability, and the community’s potential from the use of social capitalor their existing potential.
