การประยุกต์ใช้หลักพุทธธรรมในการบริหารจัดการ ศูนย์พัฒนาชาวเขาจังหวัดแพร่ AN APPLICATION OF THE BUDDHADHAMMA PRINCIPLES IN ADMINISTRATION OF THE HILL TRIBE DEVELOPMENT CENTER OF PHRAE PROVINCE

Abstract

       การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษารูปแบบและกระบวนการบริหารจัดการของศูนย์พัฒนาชาวเขาจังหวัดแพร่ 2) เพื่อศึกษาการประยุกต์ใช้หลักพุทธธรรมในการบริหารจัดการศูนย์พัฒนาชาวเขาจังหวัดแพร่ และ 3) เพื่อนำเสนอรูปแบบการบริหารจัดการของศูนย์พัฒนาชาวเขาจังหวัดแพร่ตามแนวพระพุทธศาสนา เป็นการวิจัยแบบผสานวิธี ทั้งเชิงคุณภาพ ด้วยแบบสัมภาษณ์เชิงลึก และการสนทนาเฉพาะกลุ่ม วิเคราะห์ข้อมูลด้วยการพรรณนาความ และเชิงปริมาณ กลุ่มตัวอย่างได้แก่ประชาชนที่อาศัยอยู่บนพื้นที่สูง จำนวน 387 ได้จากการคำนวณขนาดกลุ่มตัวอย่างของทาโร่ ยามาเน่ โดยวิธีสุ่มแบบแบ่งกลุ่ม เก็บข้อมูลโดยใช้แบบสอบถาม และทำการวิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ สถิติที่ใช้คือสถิติพื้นฐาน

            ผลการวิจัย พบว่า 1. รูปแบบการบริหารจัดการของศูนย์พัฒนาชาวเขาจังหวัดแพร่ มีการบริหารร่วมกับกรมพัฒนาสังคมและสวัสดิการ ในการสนับสนุนการตั้งถิ่นฐานถาวร การส่งเสริมอาชีพและการจัดสวัสดิการสังคม ส่วนกระบวนการบริหารมีการส่งเสริมและสนับสนุนให้มีที่อยู่อาศัย ที่ทำกิน การศึกษา ระบบสาธารณสุขและบริการที่หลากหลายจากหน่วยงานของรัฐ 2. ความคิดเห็นของประชาชนที่อาศัยอยู่ในเขตพื้นที่บริการบนพื้นที่สูงต่อการประยุกต์ใช้หลักพุทธธรรมในการบริหารจัดการศูนย์พัฒนาชาวเขาจังหวัดแพร่ พบว่าอยู่ในระดับเห็นด้วยมากทุกด้าน 3. รูปแบบการบริหารจัดการของศูนย์พัฒนาชาวเขาจังหวัดแพร่ตามแนวพระพุทธศาสนา พบว่าด้านบุคลากร ด้านระบบงาน ด้านงบประมาณ ได้นำเอาหลักสังคหวัตถุ 4 อิทธิบาท 4 พรหมวิหาร 4 และหลักหิริโอตัปปะ มาประยุกต์ใช้ในการบริหารงาน ถึงแม้จะนำหลักธรรมมาประยุกต์ใช้กับการบริหารแต่ก็มีข้อจำกัดและเงื่อนไข หากจะทำให้การบริหารจัดการเป็นด้วยดีทางศูนย์ควรนำเอานโยบายภาครัฐ องค์กรปกครองส่วนท้องถิ่น ชุมชนและประชาชนเข้ามามีส่วนร่วมในการบริหารจัดการจำทำให้เกิดประสิทธิภาพได้

     The objectives of this research were: 1) To study the model and administrative process of the Hill Tribe Development Center of Phrae Province, 2) To study the application of the Buddhadhamma Principles in administration of the Hill Tribe Development Center of Phrae Province and 3) To study the present administrative model of Hill Tribe Development Center of Phrae Province according to Buddhist way. It was mixed methods research by using the qualitative with in-depth interview and focus group discussion and descriptive analysis. The quantitative methods used 387 samples that live in Hill Tribe of Phrae Province by using the formula of Taro Yamane and were conducted by cluster random sampling. The data was collected by using the questionnaire and analyzed by using computer program in the Social Science search for finding basic statistics.

                The results showed that: 1) The model and administrative process of the Hill Tribe Development Center of Phrae Province had administrated with Department of Social Development and Welfare supported to the permanent mother land setting, the career promotion and others Social Welfares. In the administrative process side, it supported the dwelling, workplace, education, health care systems and various public services system. 2) The people opinions on Hill Tribe of Phrae Province in the application of the Buddhadhamma Principles the administration showed that they were much level in three aspects. 3) The administrative model of Hill Tribe of Phrae Province according to Buddhist way showed that it had applied the Sangahavatthu IV, Iddhipada IV, Brammavihara IV and Hiriotappa in the administration of personal, work systems and budget aspects. Event thought it had applicated the Dhamma principle with the administration of Hill Tribe Development Center of Phrae Province but it had limitation and condition. The Center had conducted the public policy. It also had given local administrative organization and community to participate in the administration
