การมีส่วนร่วมของผู้สูงอายุในการขับเคลื่อนนโยบายเศรษฐกิจฐานรากและประชารัฐในพื้นที่อำเภอแม่ทะ จังหวัดลำปาง

บทคัดย่อ

            งานวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาการมีส่วนร่วมและศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของผู้สูงอายุในการขับเคลื่อนเศรษฐกิจฐานรากและประชารัฐ ในพื้นที่อำเภอแม่ทะ จังหวัดลำปาง ประชากรคือผู้สูงอายุที่อาศัยอยู่ในอำเภอแม่ทะ จำนวน 10,399 คน กลุ่มตัวอย่างจำนวน 370 คน เครื่องมือที่ใช้ประกอบด้วย แบบสอบถาม แบบสังเกต แบบสัมภาษณ์และแบบบันทึกการสนทนากลุ่ม ใช้สถิติเชิงพรรณนาเพื่อบรรยายคุณลักษณะของข้อมูลที่ศึกษา ประกอบด้วยจำนวนความถี่ (Frequency)ร้อยละ (Percentage) ค่าเฉลี่ย (mean) และค่าส่วนเบี่ยงเบนมาตรฐาน (standard deviation) ส่วนข้อมูลที่ได้จากแบบสัมภาษณ์ แบบสังเกตและแบบบันทึกการสนทนากลุ่มเกี่ยวกับการมีส่วนร่วมและปัจจัยที่มีผลต่อการมีส่วนร่วมของผู้สูงอายุ ในการขับเคลื่อนนโยบายเศรษฐกิจฐานรากและประชารัฐ จะนำข้อมูลมาวิเคราะห์เนื้อหาสาระและหาความถี่ประกอบการบรรยาย

            ผลการวิจัยพบว่า ผู้สูงอายุส่วนใหญ่เป็นเพศหญิง มีอายุระหว่าง 60-64 ปี สถานภาพสมรส วุฒิการศึกษาระดับประถมศึกษา มีภูมิลำเนาอยู่ที่ตำบลนาครัว มีรายได้ต่อเดือนเฉลี่ยต่ำกว่า 10,000 บาท มีอาชีพหลักคือเกษตรกรรม ส่วนใหญ่อาศัยในชุมชน 36 ปีขึ้นไป โครงการเศรษฐกิจฐานรากและประชารัฐที่มีส่วนร่วมในการดำเนินงาน ส่วนใหญ่คือโครงการด้านงานเกษตรโดยระดับการมีส่วนร่วมในภาพรวมอยู่ในระดับปานกลาง (= 2.81) จำแนกรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ได้แก่การมีส่วนร่วมในด้านการรับผลประโยชน์ (= 2.90) การมีส่วนร่วมด้านความคิด การริเริ่มสร้างสรรค์ (= 2.84) การมีส่วนร่วมด้านการตัดสินใจ(= 2.80) การมีส่วนร่วมด้านการปฏิบัติงาน (= 2.80) และการมีส่วนร่วมด้านการติดตาม ประเมินผลและการรับผิดชอบในโครงการ(= 2.73)

          ด้านปัจจัยที่มีผลต่อการมีส่วนร่วมของผู้สูงอายุในการขับเคลื่อนเศรษฐกิจฐานรากและประชารัฐ ในพื้นที่อำเภอแม่ทะ จังหวัดลำปาง ได้แก่ 1) ปัจจัยด้านบุคคล ประกอบด้วยพฤติกรรมของเจ้าหน้าที่และการเข้าร่วมกิจกรรม 2) ปัจจัยด้านชุมชน คือกระบวนการ ที่เปิดโอกาสในการให้ข้อมูลย้อนกลับ การให้ข้อเท็จจริงและความคิดเห็นเพื่อประกอบการตัดสินใจ โดยเริ่มต้นจากสิ่งที่ชาวบ้านรู้และพัฒนาจากสิ่งที่มีอยู่แล้วในชุมชนและ 3) ปัจจัยด้านหน่วยงานราชการและองค์การที่ขับเคลื่อนนโยบาย ประกอบด้วย การยอมรับฟังความคิดเห็นของประชาชน มีการดำเนินงานอย่างเป็นขั้นตอน การปรับบทบาทการปฏิบัติงาน ระเบียบและข้อบังคับที่ยืดหยุ่น รวมทั้งการหาปัจจัยสนับสนุนอื่นๆโดยจัดกิจกรรมหรือดำเนินโครงการครอบคลุมทั้งด้านจิตใจ ด้านวัตถุ ด้านสังคมและด้านการเมืองที่สอดคล้องกับการดำรงชีวิตของผู้สูงอายุ

ABSTRACT

                This research had the objectives to study participation and factors affecting the participation of the elderly in driving foundation economy and civil state policies in Maetha district, Lampang province.  The population living in Maetha district 10,399 persons using as sample   370 persons. The research tools consisted of a questionnaire, an observation form, an interview form and focus group recording form, using the descriptive statistics to describe the characteristics of the data consisted of frequency, percentage, means and standard deviation. For the data from the interview form, the observation form and the focus group recording form concerning participation and factors affecting participation of the elderly in driving foundation economy and civil state policies were analyzed for contents matters and descriptive frequencies.

                The research findings revealed most of the elderly were female ages between 60-64 years; the marital status was married; the educational level was primary school education; domiciled in Nakroa sub-district; average monthly income was lower than 10,000 Baht; the main occupation was agriculture and most had lived in the community more than 36 years. The foundation economy and civil state policies projects they had participation in the operations were agricultural projects with the overall picture of the participation at the medium level (=2.81). When considered partly, ranking from high to low means, it was found that participation in receiving benefits (=2.90), participation in thoughts and creative thinking (=2.84), participation in decision making (=2.80), participation in working operations (=2.80) and participation in following-up, evaluation and responsibility (=2.73).

                Factors affecting participation of the elderly in driving foundation economy and civil state policies in Maetha district, Lampang province were 1) personnel factor consisted of behaviors of the officials and participation in the activities 2) community factors such as the process of opening the opportunity for feedback, providing facts and opinions for decisions ,making starting from what the villagers know and developing from what were available in the community and 3) factor of government agencies and organization driving the policies consisted of accepting and listening to the people, working in stages, adjusting the roles in work operations, flexible rules and regulations including finding other supporting factors by organizing activities or doing projects covering the mental, material, social and political parts in accord with the livelihood of the elderly.
