การมีส่วนร่วมด้านการบริหารงานขององค์กรปกครองส่วนท้องถิ่นและพัฒนาการทางการเมืองของประชาชนในจังหวัดจันทบุรี

บทคัดย่อ

งานวิจัยนี้ มีจุดมุ่งหมายเพื่อศึกษาพัฒนาการทางการเมืองของประชาชนในจังหวัดจันทบุรี เพื่อศึกษาระดับการมีส่วนร่วมด้านการบริหารงานองค์กรปกครองส่วนท้องถิ่นของประชาชนในจังหวัดจันทบุรี และเพื่อศึกษารูปแบบการมีส่วนร่วมทางการเมืองของประชาชนที่เหมาะสมกับบริบทของชุมชน จังหวัดจันทบุรี ผู้วิจัยเลือกใช้วิธีวิจัยแบบผสมผสาน (Mixed method)

ผลการศึกษาพบว่าลักษณะทางการเมืองของจังหวัดจันทบุรีนั้นมีความหลากหลายของขั้วอำนาจทางการเมืองที่กลุ่มการเมืองต่างๆนั้นไม่สามารถที่จะครองอำนาจได้เหมือนกับจังหวัดอื่นในภาคตะวันออก ด้วยพื้นฐานของผู้คนที่มีความหลากหลายและข้อจำกัดของนักการเมืองที่ไม่สามารถจะควบคุมระบบเศรษฐกิจการเมืองของจังหวัดจันทบุรีได้ ระดับการมีส่วนด้านการบริหารองค์กรปกครองส่วนท้องถิ่นของประชาชนในจังหวัดจันทบุรีอยู่ในระดับน้อย (=2.18) เนื่องจากประชาชนส่วนใหญ่ประกอบอาชีพธุรกิจส่วนตัวและค้าขายจึงไม่มีเวลาในการร่วมทำโครงการและติดตามผล อย่างไรก็ตามแม้ว่าจะมีความเป็นปัจเจกชนที่ค่อนข้างสูง แต่หากเกิดปัญหาที่มีผลกระทบในวงกว้างหรือต่อตนเองโดยตรง ประชาชนก็สามารถรวมตัวกันเพื่อเรียกร้อง ติดตามและตรวจสอบการทำงานในประเด็นดังกล่าว เมื่อพิจารณาด้านที่มีคะแนนสูงในการบริหารคือด้านการวางแผนและนโยบาย เพราะมีการจัดทำประชาคมอย่างน้อยเดือนละ 1 ครั้งต่อ 1 หมู่บ้าน โดยที่โครงการและแผนต่าง ๆ จำเป็นต้องผ่านการทำประชาคมจากประชาชน และองค์กรปกครองท้องถิ่นยังจัดให้มีกิจกรรมต่าง ๆ เพื่อเพิ่มการมีส่วนร่วมของประชาชนมากขึ้น สำหรับรูปแบบการมีส่วนร่วมทางการเมืองที่เหมาะสมกับบริบทของชุมชนในจังหวัดจันทบุรี คือ การเลือกตั้ง

ABSTRACT

The purposes of this research were: 1)To study the political development of local residents in Chanthaburi, 2) To study the level of participation of local residents in Chanthaburi related to the Local Administrative Organizations, and 3) To study a model of political participation in the context of Chanthaburicommunities.The mixed method was applied in this research. 

The study showed that there were variety of different political factions in Chanthaburi,There were variety of political power terminals, the various political groups were unable to dominate like other provinces in the Eastern Thailand with the basis of people diversity and limitations of politicians who were unable to control the political economy of Chanthaburiprovince.The participation levelin administration of local government organizations and political development of people in Chanthaburi provinceremained low ( =2.18)  The majority of local residents identified their occupation as business owners, they didn’t  have time to participate either the project or follow up, however , although there was a relatively high individuality but if there was any problem that had a wide impact or directly on their own, people could gather claim, follow up and check the work on such issues, the level of participation in the Local Administrative Organizations, they easily put aside their differences when they feel they need to protect their rights.  Furthermore, survey respondents indicated the high level of satisfaction with the public forums held to discuss issues related to planning and strategy. When considering areas with high scores in management, namely planning and policy because the community has been established at least once a month per village by various projects and plans it needs to be made through the community from the people and local administrative organizations also provide activities to increase public participation . For the political participation model that is appropriate to the context of the community. Residents also enjoyed participating in activities that sponsored by the Local Administration Organizations designed to increase participation. The model of political participation in the context of Chanthaburi communities was election.
