การมีส่วนร่วมในการบริหารชุมชนเมืองบนหลักของพุทธบูรณาการ

บทคัดย่อ

            บทความนี้ผู้เขียนจะแสดงทัศนคติในเรื่องของการบริหารชุมชนเมืองบนพื้นฐานของหลักธรรมต่างๆที่เกี่ยวข้องกับการบริหารชุมชน ตั้งแต่ตัวผู้บริหาร องค์กร และประชาชนที่อยู่ในชุมชนเมือง เช่นหลักพรหมวิหาร 4 หลักสังคหวัตถุ 4 หลักทิฏฐธัมมิกัตถประโยชน์ 4 และหลักอปริหานิยธรรม 7 และการมีส่วนร่วมของกลุ่มคนหรือหน่วยงาน องค์กรต่างๆ เพื่อทำให้การบริหารชุมชนเมืองเกิดการพัฒนาทั้งทางด้านสังคม เศรษฐกิจชุมชน ทรัพยากรชุมชน และการบริหารจัดการชุมชน โดยอาศัยการมีส่วนร่วมจากภาครัฐ ภาคเอกชน ภาคประชาชน โดยเข้ามามีส่วนร่วมในการบริหารชุมชนเมือง ตั้งแต่ขั้นตอนการร่วมคิด ร่วมดำเนินการ ร่วมตัดสินใจ ร่วมรับผลประโยชน์ ร่วมประเมินผล ซึ่งการมีส่วนร่วมถือว่าเป็นสิ่งสำคัญในการบริหารงาน แน่นอนว่าไม่มีหน่วยงานหรือองค์กรไหน ทำงานได้เพียงลำพัง เนื่องจาก การมีส่วนร่วมเป็นศาสตร์และศิลป์ที่ผู้บริหารพึงมี ทั้งด้านจิตใจและอารมณ์เพื่อเข้าไปมีบทบาทในกิจกรรมของสังคมตั้งแต่กระบวนการของการรับรู้ข่าวสาร การแลกเปลี่ยนข้อมูล แสดงความคิดเห็น แสวงหาทางเลือก และการตัดสินใจต่างๆ ตลอดจนร่วมรับผิดชอบในผลที่จะเกิดขึ้น ตลอดจนถึงการติดตามประเมินผล เพื่อให้เกิดความเข้าใจ และรับรู้ เรียนรู้ร่วมกัน

ABSTRACT

This article the author will show attitudes about administration in urban community on the basis of various principles related to community management from the executive, organization and people in the community. For example the Brahma-viharas, the four sublime attitudes towards life, the Principle of mind, place to harmony, give sacrifice, sharing for the benefit of others, 4 current benefits Principles of First Aid for common good to be honored and successful, and The Principles for administration, apocalypse 7 things leading never to decline but only to prosperity; conditions of welfare also the participation of people or groups, department, organizations that make the city administration develop on the side of social, community economy, community resources and community management. By engaging with the public and the private sector, people are involved in urban management, from the thought process,participating in the decision to benefit evaluate.The participation is important in management, of course, no agency or organization can work alone because of the involvement of the sciences and arts thatadministrator must have both mental and emotional to play a role in society activities. From the process of message awareness, information exchange, comment, find alternatives and decisions until follow up the responsible of the results to monitor and evaluate to understand and learn together.
