การอนุรักษ์โบราณสถานในพื้นที่เมืองมรดกโลกแขวงหลวงพระบาง สาธารณรัฐประชาธิปไตยประชาชนลาว

Abstract

         The research entitled “Preservation of Historic Places in World Heritage Site of Luang Prabang Province, Lao People’s Democratic Republic,” consisted of three main objectives, namely: 1) to investigate the process to preserve historic places in world heritage site of Luang Prabang Province; 2) to explore the relationship between preservation of historic places and promotion of Buddhism in world heritage site of Luang Prabang; and 3) to study problems, obstacles and way to preserve the historic places and promotion of Buddhism in world heritage site of Laung Prabang Province. This present study employed a qualitative research.The study findings revealed that:The process to preserve historic places in world heritage site of Luang Prabang Province consists of 7 categories: 1) Planning, 2) Preservation, 3) Value Maintenance, 4) Management, 5) Tourist Activities Promotion, 6) Research and Development, and 7) Performance Evaluation. The relationship between preservation of historic places and promotion of Buddhism in world heritage site of Luang Prabang was both direct and indirect. This leads to learning, including learning Buddhism, learning Buddhist art and conservation of the historic site.The found problems: 1) the level of state policy: there are still problems, especially those working on a systematic pattern in collaboration with relevant organizations both internationally and locally operated; 2) the city level: there are still gaps, especially the important issue is traded or a foreign land lease in the World Heritage; 3) the individual and community level: Luang Prabang is the cultural heritage of the nation and the world, so there should be no charge for the use as the monastery is a place for locals dependence.

บทคัดย่อ

         บทความเรื่อง“การอนุรักษ์โบราณสถานในพื้นที่เมืองมรดกโลกแขวงหลวงพระบางสาธารณรัฐประชาธิปไตยประชาชนลาว” มีวัตถุประสงค์เพื่อศึกษากระบวนการอนุรักษ์โบราณสถาน ความสัมพันธ์ระหว่างการอนุรักษ์โบราณสถานกับการส่งเสริมพระพุทธศาสนา และปัญหาอุปสรรคในการอนุรักษ์โบราณสถานในพื้นที่เมืองมรดกโลกแขวงหลวงพระบาง ด้วยวิธีการวิจัยเชิงคุณภาพ จากการศึกษา พบว่า กระบวนการอนุรักษ์โบราณสถานในพื้นที่เมืองมรดกโลก แขวงหลวงพระบาง ประกอบไปด้วยขั้นตอนกระบวนการต่างๆ คือ 1) การวางแผน 2) การอนุรักษ์หรือบำรุงรักษา 3) การทรงคุณค่า 4) การบริหารจัดการ 5) การส่งเสริมกิจกรรมการท่องเที่ยว 6) การวิจัยพัฒนาและให้ความรู้ และ 7) การประเมินผลการปฏิบัติงานความสัมพันธ์ระหว่างการอนุรักษ์โบราณสถานกับการส่งเสริมพระพุทธศาสนาในพื้นที่เมืองมรดกโลก แขวงหลวงพระบาง เป็นความสัมพันธ์ทั้งทางตรงและทางอ้อม ทำให้เกิดการเรียนรู้พระพุทธศาสนา เกิดการเรียนรู้พุทธศิลปกรรม และเกิดการอนุรักษ์โบราณสถาน ปัญหาที่พบ คือ 1) ระดับนโยบายของรัฐ: การทำงานอย่างมีระบบ แบบแผนในการทำงานร่วมกันกับหน่วยงานหรือองค์กรที่เกี่ยวข้องทั้งในระดับสากลและระดับภาคพื้น 2) ปัญหาระดับเมือง: ยังคงมีช่องว่าง โดยเฉพาะประเด็นที่สำคัญ คือ มีการซื้อขายหรือให้คนต่างประเทศเช่าที่ดินที่อยู่ในเขตมรดกโลก 3) ปัญหาระดับชุมชนและปัจเจก: เมืองหลวงพระบางเป็นมรดกทางวัฒนธรรมของชาติและของโลก จึงไม่ควรมีการเก็บค่าบริการในการเข้าไปใช้ประโยชน์ เพราะวัดเป็นสถานที่สำหรับพึ่งพาอาศัยของชาวบ้าน
