การบริหารกิจการบ้านเมืองที่ดีจำต้องมีหลักธรรมเข้ามาประยุกต์ใช้ในการบริหารงานด้วยหลักธรรมเป็นสิ่งที่ช่วยยึดเหนี่ยวจิตใจของผู้ปฏิบัติตามให้ตั้งอยู่ในศีลธรรม เป็นขอบเขตของการประพฤติตนให้อยู่ร่วมกับผู้อื่นได้อย่างมีความสุขและก่อให้เกิดแต่ประโยชน์สุขต่อผู้ปกครอง และผู้ที่อยู่ใต้การปกครองด้วย สมดังที่พระมหากษัตริย์ทรงปกครองบ้านเมืองด้วย หลักธรรมาภิบาลทศพิธราชธรรม ๑๐ ประการ ถ้าผู้นำที่มีจริยวัตรที่ดีมีความคิดดี พูดดี และทำดี เป็นคุณลักษณะของบัณฑิต ผู้เฉลียว ฉลาด หลักแหลมย่อมเป็นผู้นำที่ดีได้
