การสร้างธรรมมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานคร (CREATING GOOD GOVERNANCE IN BANGKOK’S BUDGET PROCESS)

          การวิจัยนี้เป็นการวิจัยเชิงนโยบายมีวัตถุประสงค์เพื่อ ๑) เพื่อศึกษาสภาพการณ์และความต้องการการสร้างธรรมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานคร ๒) เพื่อศึกษาแนวทางในการสร้างธรรมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานคร ๓) เพื่อนำเสนอและรับรองข้อเสนอเชิงนโยบายในการสร้างธรรมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานคร เป็นการวิจัยเชิงนโยบาย (Policy Research) ร่วมกับการวิจัยเชิงอนาคต EDFR (Ethnographic Delphi Futures Research) เก็บรวบรวมข้อมูลจากการวิเคราะห์เอกสาร การสังเกตแบบมีส่วนร่วม การสัมภาษณ์เชิงลึกจากผู้ทรงคุณวุฒิและผู้มีส่วนได้ส่วนเสีย จำนวน ๒๓ คน ประเมินตรวจสอบความเหมาะสมของกลยุทธ์โดยผู้เชี่ยวชาญจำนวน ๑๗ คน  

          ผลการวิจัยพบว่า ๑) การสร้างธรรมาภิบาลในกระบวนการงบประมาณ
ของกรุงเทพมหานครควรมีการสร้างแนวทางในการพัฒนาส่งเสริมกลยุทธ์และข้อเสนอเชิงนโยบายให้ใช้ได้จริงในหน่วยงานของกรุงเทพมหานครและควรให้ประชาชนได้เข้ามามีส่วนร่วมในการขับเคลื่อนการสร้างธรรมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานคร โดยนำข้อเสนอเชิงนโยบายจากการสร้างธรรมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานครนี้มาเป็นกลไกหรือเครื่องมือในการขับเคลื่อนการสร้างธรรมาภิบายดังกล่าว อันจะทำให้การมีธรรมาภิบาลและต่อต้านการขาดธรรมาภิบาลในกระบวนการงบประมาณบรรลุวัตถุประสงค์และมีความยั่งยืน ๒) กลยุทธ์การสร้างธรรมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานคร ควรประกอบด้วย กลยุทธ์ที่ ๑ ส่งเสริมการมีหลักนิติธรรมและหลักคุณธรรมในกระบวนการงบประมาณ กลยุทธ์ที่ ๒ มหานครตามหลักความโปร่งใส ไร้มลทิน
กลยุทธ์ที่ ๓ เสริมสร้างผลักดันหลักการมีส่วนร่วมของภาคประชาชน กลยุทธ์ที่ ๔ ขับเคลื่อนหลักความรับผิดชอบและกลยุทธ์ที่ ๕ งบประมาณตามหลักความคุ้มค่า ๓) ข้อเสนอแนะเชิงนโยบายในการสร้าง ธรรมาภิบาลในกระบวนการงบประมาณของกรุงเทพมหานครได้ผ่านมติในการประชุมข้อเสนอเชิงนโยบายจากผู้มีส่วนได้ส่วนเสียอย่างฉันทามติว่ากลยุทธ์ทั้ง ๕ มีความเหมาะสมและเป็นไปได้

Abstract

          The objectives of this research are 1) to study the situation and need for creating good governance in the budget process of Bangkok 2) to study the guidelines for creating good governance in the budget process of Bangkok 

3) to apply and endorse the policy proposal for good governance in the budget process of Bangkok. This is a policy research and a future research EDFR (Ethnographic Delphi Futures Research) which collects data from document analysis, participatory observation, in-depth interviews with 23 experts
and stakeholders, assess the suitability of the strategy by 17 experts.

          The results of the research are as follows: 1) the establishment of good governance in the budget process of Bangkok should establish the guidelines for development strategies and policy proposals to be effective in the agencies of Bangkok and should allow people to participate in driving the creation of good governance in the budget process of Bangkok. By proposing policy from the creation of good governance in the budget process of Bangkok as a mechanism or a tool to drive the creation of good governance. This will lead to good governance and against the lack of it in the budget process to achieve objectives and sustainability. 2) Strategy to create good governance in the budget process of Bangkok should be consisted of 1. Promote the principles rule of law and morality in the budget process. 2. Follow the principle of transparency without impurity. 3. Promote the participation of the public sector. 4. Drive the principle of responsibility. 5. Budget based on the principle of value. 3) Policy recommendations for creating good governance in the budget process of Bangkok have passed a resolution in policy meeting of stakeholders, are consensus that all 5 strategies are appropriate and possible.
