การพัฒนาแผนกลยุทธ์ด้านการจัดการทรัพยากรน้ำลุ่มน้ำแม่กลอง จากภาคการเกษตรและอุตสาหกรรมในพื้นที่จังหวัดราชบุรี สู่การจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมอย่างสมดุล และการใช้ประโยชน์อย่างยั่งยืน

บทคัดย่อ

          การวิจัยครั้งนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาบริบทการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมในจังหวัดราชบุรี ด้านการจัดการทรัพยากรน้ำภาคเกษตรและอุตสาหกรรม 2) เพื่อวิเคราะห์ปัจจัยภายในและภายนอกที่มีผลต่อการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม ด้านการจัดการทรัพยากรน้ำภาคเกษตรและอุตสาหกรรมในจังหวัดราชบุรี 3) เพื่อร่างแผนกลยุทธ์ตามยุทธศาสตร์ที่ 4 การจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมที่สมดุล และการใช้ประโยชน์อย่างยั่งยืน ในประเด็นการจัดการทรัพยากรน้ำภาคเกษตรและอุตสาหกรรม 4) เพื่อนำเสนอและรับรองกลยุทธ์ตามยุทธศาสตร์ที่ 4 การจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมที่สมดุล และการใช้ประโยชน์อย่างยั่งยืนให้สอดคล้องกับบริบทด้านพื้นที่ โดยกลุ่มผู้ให้ข้อมูลหลักที่ใช้ในการศึกษา คือ หน่วยงานภาครัฐ คณะกรรมการลุ่มน้ำแม่กลอง ตัวแทนภาคเกษตรและอุตสาหกรรม จำนวน 21 คน เครื่องมือที่ใช้ในการศึกษา คือ การศึกษาเชิงเอกสาร การสัมภาษณ์เชิงลึก เทคนิคการวิจัยเชิงอนาคตแบบ EDFR และการสนทนากลุ่ม ผลการศึกษาพบว่า

           จากอดีตจังหวัดราชบุรีอยู่ในลุ่มน้ำแม่กลองซึ่งมีอาชีพเกษตรกรเป็นหลัก ปัจจุบันได้เปลี่ยนไปตามสภาพเศรษฐกิจ สังคม ส่งผลให้การบริโภคเปลี่ยนแปลงจากรูปแบบการผลิตเพื่อยังชีพ มาผลิตเพื่อจำหน่ายในจำนวนมาก ด้านทรัพยากรน้ำ พบว่า ในพื้นที่มีปริมาณน้ำเพียงพอต่อการใช้ แต่ประสบปัญหาคุณภาพน้ำเสื่อมโทรมจากกิจกรรมทางเศรษฐกิจ ด้านการบริหารจัดการ พบว่า การใช้เขตการปกครองไม่สามารถแก้ไขปัญหาทรัพยากรน้ำได้ เนื่องจากน้ำมิทิศทางไหลไปตามแม่น้ำ ลำคลอง ซึ่งมีความเชื่อมโยงระหว่างจังหวัด องค์กรปกครองส่วนท้องถิ่นไม่สามารถแก้ไขปัญหาได้ และการบูรณาการข้อมูลภาครัฐยังไม่พร้อม ผลการร่างกลยุทธ์ได้ 7 กลยุทธ์ โดยกลยุทธ์ที่ได้รับเลือกมี 5 กลยุทธ์ ออกมาเป็น WEEGCE MODEL ประกอบด้วย 1) WATER SECURITY 2) ECOSYSTEM SECURITY 3) ENERGY SECURITY 4) GREEN CITY และ 5) CIRCULAR ECONOMY

Abstract

          The objectives of this study are as followings 1) to study the contexts of natural resources and environmental management in Ratchaburi province from the agricultural and industrial sectors 2) to analyze internal and external factors involving in natural resources and environmental management of water resources management from agricultural and industrial sectors in Ratchaburi province 3) to draft a strategic plan according to the Strategy 4, the balance of natural resources and environmental management and the sustainable yield of water resources management from agricultural and industrial sectors 4) to propose and certify the strategy according to Strategy 4, the balance of natural resources and environmental management and the sustainable yield in accordance with Ratchaburi Province. The key informant groups used in this study consisted of 21 persons from government agencies, Mae Klong Watershed Committee and representatives of agricultural and industrial sectors. The tools used in the study were the documentary research, in-depth interview, future research techniques EDFR and focus group discussion. The study found that;  

          Ratchaburi province is in the Mae Klong River Basin and most of the people are farmers. However, it has been recently changed according to the economic and social conditions. This changing affects the changes in consumption from a subsistence production to be produced for distribution in large numbers. Regarding water resources, the area has enough water supply for use. Nevertheless, Ratchaburi province has facing with a problem about the water quality due to economic activities. Regarding the administration, it is found that the use of administrative districts does not solve the problem of water resources. It is because the water flow along the river or canal, which links between the provinces. Moreover, the inability to solve the problem by themselves of local administrative organizations and the unreadiness in the integration of government information are the problems of the administration as well. The results of the 7 strategies were drafted. 5 of 7 strategies has been considered in the WEEGCE MODEL; 1) WATER SECURITY 2) ECOSYSTEM SECURITY 3) ENERGY SECURITY 4) GREEN CITY and 5) CIRCULAR ECONOMY
