กระบวนการมีส่วนร่วมของชุมชนในการพัฒนาพื้นที่ประวัติศาสตร์ขบวนการเสรีไทย กรณีศึกษา อุทยานเทิดเกียรติเสรีไทย (ค่ายแพะเปียง) ตำบลทุ่งแค้ว อำเภอหนองม่วงไข่ จังหวัดแพร่

Abstract

บทคัดย่อ

            บทความนี้ มีวัตถุประสงค์ เพื่อศึกษาที่มาและประวัติศาสตร์ขบวนการเสรีไทยในพื้นที่อำเภอหนองม่วงไข่ จังหวัดแพร่ และศึกษากระบวนการมีส่วนร่วมของประชาชนในการพัฒนาพื้นที่ประวัติศาสตร์ขบวนการเสรีไทย อุทยานเทิดเกียรติเสรีไทย (ค่ายแพะเปียง) ตำบลทุ่งแค้ว อำเภอหนองม่วงไข่ จังหวัดแพร่ เป็นการวิจัยเชิงคุณภาพเก็บข้อมูลจากเอกสาร และการสัมภาษณ์เชิงลึก

            ผลการวิจัย พบว่า พื้นที่แพะเปียง เป็นผืนป่าที่ได้รับการฟื้นฟูให้เป็นที่รู้จักในนามของพื้นที่ทางประวัติศาสตร์ขบวนการเสรีไทย มีการฟื้นฟูขึ้นเพื่อรำลึกถึงบุญคุณผู้เข้าร่วมขบวนการเสรีไทยที่เป็นวีระบุรุษของทายาทเสรีไทย แพะเปียงได้มีการฟื้นฟูขึ้นใน ปี พ.ศ. 2559 เพื่อสร้างเป็นอุทยานเทิดเกียรติเสรีไทย (ค่ายแพะเปียง) ที่ใช้เป็นที่ฝึกกำลังพลของกองกำลังเสรีไทย  สายหนองม่วงไข่ในปัจจุบัน การก่อสร้างยังไม่แล้วเสร็จเนื่องจากยังขาดในเรื่องของการสนับสนุนงบประมาณในการก่อสร้าง การสนับสนุนจากหน่วยงานภาครัฐและภาคเอกชน อย่างต่อเนื่อง ตลอดถึงการมีส่วนร่วมของประชาชนในการร่วมคิดร่วมทำ ร่วมตัดสินใจ ในกิจกรรมของชุมชน เนื่องจากการดำเนินการดังกล่าว ได้ดำเนินการโดยผู้นำชุมชนเพียงฝ่ายเดียว ทำให้การพัฒนาพื้นที่ประวัติศาสตร์มีการพัฒนาไปได้อย่างช้า ๆ ไม่ต่อเนื่อง และจึงทำให้ขาดการต่อยอดในการพัฒนาให้มีความพร้อมที่จะเป็นแหล่งเรียนรู้ให้กับคนทั่วไปศึกษาหาความรู้ในเรื่องพื้นที่อำนวยการของกองกำลังเสรีไทย

Abstracts

          The objectives of this article were to study the origin and history of the Free Thai Movement in the area of Nong Muang Khai District, Phrae Province and to study the process of people’s participation in the development of the Free Thai Movement Historical Area; a case study of THEDKIAT FREETHAI PARK (PHAE PIANG CAMP) THUNG KHAEO SUBDISTRICT, Thung Khaeo Sub-District, Nong Muang Khai District, Phrae Province. It was a gualitative research. The data were collected from document and in-depth interview. 

          The results of the research were found that Phae Piang area was a restored forest area known as the historical site of the Free Thai Movement. There was a revival to commemorate the kindness of peopte’s the participants of the Seri Thai movement as a hero of the free Thai heir. Phae Piang had restored in the year 2016 to build a Therdkiat Freethai Park (Phae piang Camp) that used as a training ground for the Freethai Forces, Nong Muang Khai at present time the construction was not yet completed due to lack the support the budget in construction from the public and private sector continuiosly inclnding the people’s participation in thinking, doing, participating in decisions making in community activities, as the action is carried out by the community leaders alone. As a result, the development of the historic area had developed slowly and it was not continuously the construction was carried out alone, with no official work to support it lack the adding in development to be ready in order to be a learning center for the general public for studying and learn about the area of command of the Free Thai Forces.
