บทคัดย่อ

          บทความนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารจัดการกลุ่มที่เอื้อต่อการพัฒนาเศรษฐกิจชุมชนบนพื้นที่สูงในการสร้างความสมดุลระหว่างเป้าหมายทางเศรษฐกิจกับการสร้างความเป็นธรรมและลดความเหลื่อมล้ำทางสังคมของกลุ่มชาติพันธุ์ กลุ่มตัวอย่างที่ใช้ในการศึกษา ได้แก่ ผู้นำกลุ่มในชุมชน จำนวน 253 ชุมชน โดยใช้แบบสอบถาม แบบสัมภาษณ์ และแบบสนทนากลุ่มย่อย ดำเนินการเก็บรวบรวมข้อมูล ใช้การวิจัยแบบผสมผสาน (Mixed Methods) ดำเนินการศึกษาทั้งวิจัยเชิงปริมาณและเชิงคุณภาพ ผลการศึกษา พบว่า

          รูปแบบการบริหารจัดการกลุ่มที่เอื้อต่อการพัฒนาเศรษฐกิจชุมชนบนพื้นที่สูงในการสร้างความสมดุลระหว่างเป้าหมายทางเศรษฐกิจกับการสร้างความเป็นธรรมและลดความเหลื่อมล้ำทางสังคมของกลุ่มชาติพันธุ์ในพื้นที่จังหวัดน่าน ได้แก่ “ISEP-Model” ประกอบด้วย การบริหารจัดการกลุ่มบนพื้นที่สูง (Integration) การพัฒนาเศรษฐกิจชุมชนบนพื้นที่สูง (Stability) การสร้างความเป็นธรรมและลดความเหลื่อมล้ำทางสังคม (Equilibrium) และ   การสร้างความเข้มแข็งของกลุ่มบนพื้นที่สูง (Potential) รูปแบบที่พัฒนาขึ้นถือเป็นสิ่งสำคัญมากที่ควรดำเนินการ อีกทั้ง ในชุมชนพื้นที่จังหวัดน่านมีต้นทุนทางธรรมชาติและสิ่งแวดล้อมมากอยู่แล้วแต่ขาดการบริหารจัดการที่ดี หากสามารถดำเนินการบริหารจัดการหรือมีรูปแบบการบริหารจัดการที่ดีก็จะสามารถพัฒนาสู่ความยั่งยืนและพึ่งพาตนเองได้ในที่สุด ผลจากการประเมินรูปแบบที่พัฒนาขึ้นของผู้เชี่ยวชาญมีความเห็นว่า รูปแบบที่พัฒนาขึ้น หรือ “ISEP-Model” มีความเหมาะสม สอดคล้อง และสามารถนำไปใช้ให้เกิดประโยชน์ในการบริหารจัดการกลุ่มเพื่อพัฒนาเศรษฐกิจชุมชนบนพื้นที่สูงได้
