บทคัดย่อ

          การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาแนวทางการส่งเสริมพฤติกรรมทาง การเมืองการปกครองของเทศบาลตำบลแม่หล่าย ตามวิถีประชาธิปไตย 2) การศึกษาปัญหาอุปสรรคและข้อเสนอแนะของแนวทางส่งเสริมพฤติกรรมทางการเมืองการปกครองของเทศบาลตำบลแม่หล่าย ตามวิถีประชาธิปไตย รูปแบบเป็นการวิจัยใช้ระเบียบวิธีวิจัยแบบผสม (Mixed Methords Research) ประกอบด้วยเชิงปริมาณ (Quantitative Research) เก็บรวบรวม โดยข้อมูลโดยวิธีแจกแบบสอบถาม (Questionnaire) โดยข้อมูลโดยวิธีแจกแบบสอบถาม โดยคณะผู้วิจัยได้กำหนดประชากรและกลุ่มตัวอย่างในการศึกษาประกอบไปด้วย ประชาชน  ในเทศบาลตำบลแม่หลาย จำนวน 4,469 คน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ ประชาชนที่อาศัยอยู่ในเขตพื้นที่ เทศบาลตำบลแม่หล่าย อำเภอเมืองแพร่ จังหวัดแพร่ จำนวน 367 คนด้วยวิธีบังเอิญเพื่อทำการเก็บรวบรวมข้อมูล และการวิจัยเชิงคุณภาพ (Qualitative Research) เก็บรวมรวมข้อมูลโดยวิธีสัมภาษณ์เชิงลึก (In Depth Interview) แบบเจาะจงจากผู้ให้ข้อมูลจำนวน 9 คน

          ผลการวิจัยพบว่า

          1. ผลการวิเคราะห์ระดับแนวทางการส่งเสริมพฤติกรรมทางการเมืองการปกครองของเทศบาลตำบลแม่หลายตามวิถีประชาธิปไตย โดยรวมอยู่ในระดับมาก(= 3.65, S.D. = 0.53) เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงที่สุดได้แก่ ด้านส่งเสริมการติดตามข่าวสารทางการเมือง ( = 3.70, S.D. = 0.71) อยู่ในระดับมาก และด้านส่งเสริมการร่วมกิจกรรมทางการเมือง ( = 3..33, S.D. = 0.68) มีค่าเฉลี่ยน้อยสุด

          2. ผลการวิเคราะห์ข้อมูลปัญหา อุปสรรค เกี่ยวกับแนวทางการส่งเสริมพฤติกรรมทางการเมืองการปกครองของเทศบาลตำบลแม่หลายตามวิถีประชาธิปไตย พบว่า ประชาชนขาดความศรัทธาต่อพรรคการเมืองความศรัทธาต่อนักการเมือง การขัดแย้งทางความคิดทางการเมืองอย่างรุนแรง ขาดความสามัคคีในชุมชน, ขาดการการส่งเสริมจากภาคประชาสังคมอุดมการณ์ทางการเมืองแบบประชาธิปไตย, รัฐยังขาดระบบการเมืองที่ทำหน้าที่ เพื่อผลประโยชน์ของประชาชนส่วนใหญ่ และปัญหาทางด้านทัศนคติและพฤติกรรมการเมืองของไทย ส่วนข้อเสนอแนะมีดังนี้

             1) องค์การปกครองท้องถิ่น หรือหน่วยงานภาครัฐที่มีหน้าที่ในการส่งเสริมการมีส่วนร่วมของประชาชน สามารถนำข้อมูลที่ได้รับจากการวิจัย ไปใช้เป็นข้อมูลประกอบการนำเสนอแผนโครงการเพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน

             2) สามารถนำข้อมูลที่ได้มาปรับปรุงแก้ไขปัญหาการรับรู้ข่าวสารทางการเมืองของประชาชน และแก้ไขปัญหาการมีส่วนร่วมทางการเมืองของประชาชนในพื้นที่ได้ถูกต้อง ตรงประเด็น และสอดคล้องกับประชาชนในพื้นที่มากยิ่งขึ้น

Abstract

          This research The objectives were 1) to study the ways of promoting political and administrative behavior of Mae Lai Subdistrict Municipality in accordance with the democratic way; 2) to study the problems and obstacles and recommendations of guidelines for promoting political and administrative behavior of the Mae Lai Subdistrict Municipality in a democratic way The research model is a mixed research methodology (Mixed Methords Research) consisting of quantitative. (Quantitative Research) collected by the questionnaire distribution method (Questionnaire) by the questionnaire distribution method The research team determined the population and sample groups in the study consisted of People in Mae Lai Sub-district Municipality amounted to 4,469 people. Mae Lai Subdistrict Municipality Muang Phrae District, Phrae Province consisted of 367 people by accidental method to collect data. and qualitative research. Data were collected by means of an In Depth Interview, a specific form from 9 respondents.

          The results showed that

          1. The results of the analysis of the level of guidelines for promoting political and administrative behavior of Mae Lai Subdistrict Municipality under a democratic way Overall, it was at a high level (= 3.65, S.D. = 0.53). The areas with the highest averages were: Promotion of political news tracking ( = 3.70, S.D. = 0.71) was at a high level. and the promotion of political participation ( = 3..33, S.D. = 0.68) had the lowest mean.

           2. The results of the analysis of data on problems and obstacles regarding the approach to promoting political behavior and governance of the Mae Lai Subdistrict Municipality according to the democratic way revealed that the people lacked faith in political parties, faith in politicians. severe political conflict lack of unity in the community, lack of support from civil society, democratic political ideology, the state still lacks a political system that functions for the benefit of the majority of the people and problems in Thai political attitudes and behaviors. The recommendations are as follows:         

          1) Local Administrative Organization or government agencies that are responsible for promoting public participation can use the information obtained from the research to be used as information for presenting project plans to promote public political participation.

          2) Be able to use the information obtained to improve the problem of people's perception of political news and correct the problem of political participation of the people in the area correctly and to the point and more in line with the people in the area.
