พุทธธรรมในการบริหารองค์กรปกครองส่วนท้องถิ่น Buddhist Morality in Administrating Department of Local Administration

Abstract

ผู้บริหารที่ดีต้องมีหลักพุทธธรรมที่ใช้ในการวางกรอบบริหารบ้านเมือง พรหมวิหาร 4 ถือว่าเป็นหลักธรรมที่ผู้บริหารที่ดีพึงมี และนำพาองค์กรไปสู่เป้าหมายที่องค์กรวางไว้ ในส่วนของบุคลากร ก็ต้องมี พรหมวิหาร 4 เช่นกัน การที่องค์กรปกครองส่วนท้องถิ่น จะขับเคลื่อนได้ ทุกคนต้องร่วมกันขับเคลื่อนองค์กร ดังนั้นกรมส่งเสริมการปกครองท้องถิ่น กระทรวงมหาดไทย จึงได้จัดมาตรฐานการบริหาร นำหลักธรรมมาปลูกฝังให้บุคลากรขององค์กรเกิดการเรียนรู้ ตลอดจนส่งเสริมให้ประชาชนในท้องถิ่นจัดการเรื่องของตนเอง จะทำให้องค์กรปกครองส่วนท้องถิ่นสามารถบริหารย่างมีคุณภาพนำประสิทธิภาพการบริหารองค์กรปกครองส่วนท้องถิ่นได้ จะเป็นผลดีต่อองค์กรปกครองส่วนท้องถิ่น 

Great authorities must have Buddhist Morality or “Dhamma” in administrating the country. Four sublime states of mind should be applied in any cases. Not only the chief executive but also officer should take this principle. The organization will achieve the goal only if everybody all together cooperates. Therefore, Ministry of Interior sets the standard for every bureau, division, subdivision and section to follow. As a result, everything runs smoothly. Authorities work efficiently towards the goal. People in communities behave well and be responsible.
