ตำรวจพระ THE POLICE MONK

Abstract

   ตำรวจพระเป็นคำที่ชาวบ้านทั่วไปใช้เรียกพระภิกษุที่ดำรงตำแหน่งพระวินยาธิการที่มีความหมายว่า “พระที่ทรงไว้ซึ่งพระวินัย” มีหน้าที่ปฏิบัติเกี่ยวกับการตรวจตรา ชี้แจง แนะนำพระภิกษุสามเณรให้ปฏิบัติชอบตามกฎกติกาที่กำหนด และจับพระภิกษุที่ปฏิบัติไม่ดีไม่ชอบมอบเจ้าอาวาส การปฏิบัติงานของพระวินยาธิการหรือตำรวจพระมีศูนย์ปฏิบัติการครอบคลุมเกือบทั่วทั้งประเทศ แต่ผู้ปฏิบัติงานในหลายพื้นที่ยังขาดแคลน เนื่องจากพระผู้ซึ่งทำหน้าที่ตำรวจพระต้องเสียสละหลากหลายด้านทั้งความสุขส่วนตัว เวลา งานที่ตนจะพึงมีพึงได้ แม้แต่ค่าพาหนะที่ออกตรวจงานก็ต้องเสียสละเอง ผู้มีอำนาจในเรื่องนี้ควรจัดให้มีสวัสดิการค่าตอบแทนหรือการพิจารณาเลื่อนยศตำแหน่งเพื่อเป็นขวัญกำลังใจแก่พระภิกษุที่ทำหน้าที่พระวินยาธิการ และที่สำคัญต้องกำหนดขอบเขตอำนาจหน้าที่หรือบทบาทให้แก่พระภิกษุที่ปฏิบัติหน้าที่ตำรวจพระให้ชัดเจนเป็นรูปธรรม เนื่องจากตำแหน่งนี้มีความสำคัญอย่างยิ่งต่อการดูแลความเรียบร้อยของคณะสงฆ์ในพุทธศาสนาของสังคมไทย

       The police monk is generally so-called “Phravinayadhikara”, which refers to “The lord god handling with his strict Buddhist disciplines”, and is responsible for monitoring and supervising both monks’ and novices’ Buddhist regulations, as well as arresting the monks with their wicked conducts. In addition, police monks centers are served around Thailand whereas the fewer numbers of police monks are mostly found because of devoting their time, personal tasks, and duties. However, it was suggested the provisions for the enhancement of not only their allowances, but also their higher position be required for their moral empowerment. Also, the police monks’ job descriptions and duties should be set up for their position because of the importance of the clergies’ peace in the Thai Buddhist society.
