บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการปฏิบัติและดำเนินงานเกี่ยวกับธรรมาภิบาลในการบริหารจัดการภายในเทศบาลและเปรียบเทียบการบริหารจัดการเทศบาลตามหลักธรรมาภิบาลจำแนกตามปัจจัยส่วนบุคคลของบุคลากรภายในเทศบาล  รวม 120 คน เครื่องมือการวิจัยคือ แบบสอบถาม ได้ค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.91 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ค่าเบี่ยงเบนมาตรฐาน และการทดสอบเอฟ ผลการวิจัยพบว่าระดับการปฏิบัติและดำเนินงานเกี่ยวกับธรรมาภิบาลในการบริหารจัดการภายในเทศบาลทั้ง 6 ด้าน โดยภาพรวมอยู่ในระดับมากที่สุด และหลักธรรมาภิบาลที่มีระดับการบริหารจัดการสูงที่สุด คือ หลักคุณธรรม รองลงมา คือ หลักความโปร่งใส หลักความรับผิดชอบ หลักนิติธรรม หลักความคุ้มค่า และหลักการมีส่วนร่วม ตามลำดับ และบุคลากรภายในเทศบาลที่มีตำแหน่งงาน และระยะเวลาในการทำงานที่ต่างกัน มีผลการปฏิบัติและดำเนินงานของสมาชิกภายในเทศบาลไม่แตกต่างกัน ส่วนบุคลากรภายในเทศบาลที่มี เพศ อายุ ระดับการศึกษา และกอง/หน่วยงานที่สังกัด ที่แตกต่างกันมีผลการปฏิบัติและดำเนินงานของบุคลากรภายในเทศบาล แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 บุคลากรภายในเทศบาลที่มีระยะเวลาในการทำงานต่างกัน มีการปฏิบัติและดำเนินงานเกี่ยวกับธรรมาภิบาลในการบริหารจัดการภายในเทศบาลในทุกด้านไม่แตกต่างกัน

ABSTRACT

This research aims to study the practices and operations regarding good governance in management within the municipality and comparison of the municipal management according to the principles of good governance by classified the personal factors of 120 local personnel.The research tool is questionnaire, the total confidence value is 0.91. The research tool is  questionnaire, total confidence value is 0.91,standard deviation and  F test. The results of the research showed that the level of implementation and operation of good governance in municipal administration in all 6 sides, the overall picture is at the highest level. And the principle of good governance with the highest management level is moral principles,followed by the principle of transparency,principles of responsibility, rule of law, principles of value and principles of participation respectively.The personnel within job municipality with position and different working periods, there is no difference in the performance and operation of members within the municipality. As for personnel within municipality with gender, age, education level and the division / subordinate unit with different performance and operation of personnel within the municipality differing significantly at the level of 0.05. Personnel within the municipality with different working periods, there is no difference in the practice and operation of good governance in municipal administration in all aspects.
