          The research consists of four main objectives, namely: 1) to study concept and process of the decentralization and social development of the Community Organizations’ leaders in Phachi District Ayutthaya Province; 2) to investigate the relationship between decentralization and social development of the Community Organizations in Phachi District Ayutthaya Province; 3) to analyze decentralization and social development of the Community Organizations in Phachi District Ayutthaya Province; and 4) to realize problems, obstacles and solution in decentralization and social development of the Community Organizations in Phachi District Ayutthaya Province. The research was the Mixed Methods: Quantitative Research by survey research in which questionnaire was employed for data collection and Qualitative Research with the help of in-depth interview. The sample of this study consisted of totally 300 members and officers of Sub-district Administrative Organizations in Phachi District, Ayutthaya Province. The data were analyzed by statistical techniques such as Frequency, Percentage, Mean, Standard Deviation, t-test, F-test, One–Way ANOVA and Least Significant Difference: LSD under the statistical significance at 0.005 levels. And for Qualitative Research, the data analysis was conducted by the Content Analysis Technique.

The findings of the research are as follows: –

          1. Overall aspects relating the levels of process of the decentralization and social development of the Community Organizations’ leaders in Phachi District Ayutthaya Province were found in good level; being considered each aspect, it has been found that all were in good level, too.

          2. The Local Administrative Organizations have fully authority to search for or select a suitable individual with capability that is called as election, bringing a good local representative and also social development.

          3. As for the comparison of level of people’s participation in decentralization and social development of the Community Organizations’ leaders in Phachi District Ayutthaya Province, classified by personal factors, it has been found that people with different gender, age, level of education, status, occupation, position, duration in the position, and monthly income had no different opinions concerning participation of people in decentralization and social development of the Community Organizations’ leaders in Phachi District Ayutthaya Province.

          4. As for the problems, obstacles and recommendations on the decentralization and social development of the Community Organizations’ leaders in Phachi District Ayutthaya Province, it was found that: 1) aspect of political development: governmental officers/people lack participation in the evaluation and improvement activities along the dominance of political. 2) Economic development: the learned and capable experts had not been invited to train people in the community. 3) Environmental development: people do not care about environmental damage from natural disasters. 4) Mental development community organizations work reactively more. 5) socio-cultural development: there was no plan to fix the technical and process until the attitude conflict occurred, sometimes even radically.

บทคัดย่อ
          บทความเรื่อง "การกระจายอำนาจกับการพัฒนาสังคมขององค์กรชุมชนอำเภอภาชี จังหวัดพระนครศรีอยุธยา" มีวัตถุประสงค์เพื่อที่จะศึกษาดังนี้ 1) เพื่อศึกษาแนวคิดและกระบวนการกระจายอำนาจกับการพัฒนาสังคมของผู้นำองค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยา 2) เพื่อศึกษาความสัมพันธ์การกระจายอำนาจกับการพัฒนาสังคมขององค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยา 3) เพื่อวิเคราะห์การกระจายอำนาจกับการพัฒนาสังคมขององค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยา และ 4) เพื่อทราบปัญหาอุปสรรคและแนวทางแก้ปัญหาในการกระจายอำนาจกับการพัฒนาสังคมขององค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยา การวิจัยครั้งนี้เป็นแบบแบบผสานวิธีประกอบด้วยการวิจัยเชิงปริมาณโดยใช้วิธีการวิจัยเชิงสำรวจที่เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม และการวิจัยเชิงคุณภาพที่เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึกกลุ่มตัวอย่าง ได้แก่ สมาชิกและเจ้าหน้าที่ข้าราชการขององค์การบริหารส่วนตำบลในอำเภอภาชี จังหวัดพระนครศรีอยุธยาจำนวน จำนวน 300 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลประกอบด้วยแบบสัมภาษณ์ แบบบันทึกข้อมูลภาคสนามและแบบสอบถามการมีส่วนร่วม การวิเคราะห์ข้อมูลจากแบบสอบถามใช้โปรแกรมสำเร็จรูปด้านการวิจัยทางสังคมศาสตร์โดยวิเคราะห์ค่าร้อยละและค่าส่วนเบี่ยงเบนมาตรฐานสำหรับระดับการมีส่วนร่วมใช้สถิติคือ ค่าที สำหรับทดสอบกับตัวแปรที่มี 2 ค่า และทดสอบค่า F เพื่อเปรียบเทียบความแตกต่างระหว่างตัวแปรมากกว่า 2 ค่า เมื่อพบว่ามีความแตกต่างจึงทำการเปรียบเทียบรายคู่โดยมีผลต่างนัยสำคัญน้อยที่สุด โดยทดสอบภายใต้ค่านัยสำคัญทางสถิติที่ระดับ 0.05 ข้อมูลจากการบันทึกภาคสนามใช้การวิเคราะห์เนื้อหาประกอบบริบท
 ผลการวิจัยพบว่า
             1. ระดับกระบวนการกระจายอำนาจกับการพัฒนาสังคมของผู้นำองค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยา พบว่า การกระจายอำนาจกับการพัฒนาสังคมของผู้นำองค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยา โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน ก็อยู่ในระดับมากทุกด้าน
             2. องค์กรปกครองส่วนท้องถิ่นมีอำนาจหน้าที่ในการสรรหา คัดสรรกลั่นกรองบุคคลที่จะมีความเหมาะสมซึ่งได้แก่การเลือกตั้งท้องถิ่น จึงเป็นวิธีที่จะให้ได้มาซึ่งผู้แทนระดับท้องถิ่นที่ดี มีศักยภาพ และเป็นวิธีที่จะนำมาสู่การพัฒนา
             3. เปรียบเทียบการกระจายอำนาจกับการพัฒนาสังคมของผู้นำองค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยาโดยจำแนกตามปัจจัยส่วนบุคคล โดยภาพรวม พบว่า กระจายอำนาจกับการพัฒนาสังคมของผู้นำองค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยาโดยจำแนกตามเพศ อายุ ระดับการศึกษา สถานภาพ อาชีพ ตำแหน่งหน้าที่ ระยะเวลาในการดำรงตำแหน่ง และรายได้ต่อเดือนต่างกัน มีส่วนร่วมในการการกระจายอำนาจกับการพัฒนาสังคมของผู้นำองค์กรชุมชนไม่แตกต่างกัน
             4. ปัญหา อุปสรรค และข้อเสนอแนะเกี่ยวกับการกระจายอำนาจกับการพัฒนาสังคมของผูองค์กรชุมชน อำเภอภาชี จังหวัดพระนครศรีอยุธยา พบว่า 1) ด้านการพัฒนาการเมือง: เจ้าหน้าที่ข้าราชการ/ประชาชนยังขาดการมีส่วนร่วมในการติดตามประเมินผลและปรับปรุงกิจกรรมตามแนวการปกครองทางการเมือง ข้อเสนอแนะ: ควรจัดให้มีการสร้างองค์ความรู้ด้านการติดตามประเมินผล และปรับปรุงกิจกรรมตามแนวทางการปกครองทางการ 2) ด้านการพัฒนาเศรษฐกิจ:ขาดการเชิญผู้เชี่ยวชาญ ผู้มีความรู้ ความสามารถ มาฝึกอบรมแก่คนในชุมชน ข้อเสนอแนะ: ควรเชิญผู้เชี่ยวชาญที่มีความรู้ ความสามารถ มาฝึกอบรมให้แก่คนในชุมชน 3) ด้านการพัฒนาสิ่งแวดล้อม: ไม่ค่อยสนใจเรื่องสิ่งแวดล้อมที่เกิดการเสียหายจากภัยธรรมชาติ ข้อเสนอแนะ: ควรเอาใจใส่และดูแลสิ่งแวดล้อมที่เกิดการเสียหายจากภัยธรรมชาติ 4) ด้านการพัฒนาจิตใจ: องค์กรชุมชนทำงานเชิงรับมากกว่าเชิงรุก ข้อเสนอแนะ: องค์กรชุมชนควรทำงานเชิงรุกมากกว่าเชิงรับ 5) ด้านการพัฒนาสังคมวัฒนธรรม: ไม่มีการวางแผนแก้ไขทางเทคนิคและกระบวนการจนเกิดความขัดแย้งทัศนคติไม่ดีบางครั้งถึงขั้นรุนแรง ข้อเสนอแนะ: ควรมีการวางแผนแก้ไขทางเทคนิคและกระบวนการเพื่อไม่ให้เกิดความขัดแย้ง
