บทคัดย่อ

             วัตถุประสงค์ของบทความวิจัยนี้ 1) เพื่อศึกษาระดับการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นของเทศบาลตำบลทุ่งกวาว อำเภอเมืองแพร่ จังหวัดแพร่ 2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักอปริหานิยธรรมกับการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นของเทศบาลตำบลทุ่งกวาว อำเภอเมืองแพร่ จังหวัดแพร่ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางพัฒนาการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นของเทศบาลตำบลทุ่งกวาว อำเภอเมืองแพร่ จังหวัดแพร่

             วิธีดำเนินการวิจัยเป็นการวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณประกอบด้วยการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้กลุ่มตัวอย่างจำนวน ๓๗๐ คนและการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน ๑๐ รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ
เพื่อสนับสนุนข้อมูลเชิงปริมาณ

              ผลการวิจัย พบว่า ระดับการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นของเทศบาลตำบลทุ่งกวาว อำเภอเมืองแพร่ จังหวัดแพร่ จำแนกเป็น ๑) ด้านหลักอปริหานิยธรรม
โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านจัดให้ความอารักขาคุ้มครองป้องกันอันชอบธรรมแก่พระอรหันต์ มีค่าเฉลี่ยสูงสุด อยู่ในระดับ และด้านหมั่นประชุมกันเนืองนิตย์ มีค่าเฉลี่ยต่ำสุด อยู่ในระดับ ปานกลาง ๒) ระดับการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นของเทศบาลตำบลทุ่งกวาว อำเภอเมืองแพร่ จังหวัดแพร่ โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการใช้สิทธิเลือกตั้ง มีค่าเฉลี่ยสุงสุด อยู่ในระดับมาก และด้านการติดต่อเป็นการเฉพาะ มีค่าเฉลี่ยต่ำสุด อยู่ในระดับปานกลาง  ความสัมพันธ์ระหว่างหลักอปริหานิยธรรมกับการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นของเทศบาลตำบลทุ่งกวาว อำเภอเมืองแพร่ จังหวัดแพร่ มีความสัมพันธ์เชิงบวกในระดับสูงมาก (R=.๗๐๔**) ปัญหา อุปสรรค พบว่า ประชาชนบางส่วนไม่ค่อยเข้าร่วมประชุมกับภาครัฐเกี่ยวกับการประชาสัมพันธ์ให้ประชาชนไปเลือกตั้งผู้บริหารท้องถิ่น และข้อเสนอแนะ พบว่า ประชาชนควรเข้าร่วมประชุมกับภาครัฐเกี่ยวกับการประชาสัมพันธ์ให้ประชาชนไปเลือกตั้งผู้บริหารท้องถิ่น

Abstract

           The objectives of this research article were 1. to study the level of public political participation in local administrators's election of Tung Kwao sub-district municipality, Mueang Phrae district in Phrae Province 2. to study the correlation between Aparihāniyadhamma and public political participation in local administrators's election of Tung Kwao sub-district municipality, Mueang Phrae district in Phrae Province and 3. to study the problems, obstacles and recommendation for developing public political participation in local administrators's election of Tung Kwao sub-district municipality, Mueang Phrae district in Phrae Province.

            The method of conducting this research is a combined method research. Consists of quantitative research Consists of quantitative research The questionnaire was used as a tool for collecting data. A sample of 370 people and qualitative research. Use in-depth interviews with 10 key informants or people. Use context analysis techniques. Presented as an essay accompanying the frequency distribution table of key informants. to support quantitative data

             Findings were as follows: 1. The level of public political participation in local administrators's election of Tung Kwao sub-district municipality, Mueang Phrae district in Phrae Province, 1) Aparihāniyadhamma in overall were at a high level, when considered in each aspect of the average from a highest to the lowest in the first three-level found that the aspect provides righteous protection and protection for the Arahat was at a high level and the side of constant meeting was at a middle level 2) The level of public political participation in local administrators's election of Tung Kwao sub-district municipality, Mueang Phrae district in Phrae Province in overall were at a high level, when considered in each aspect of the average from a highest to the lowest in the first three-level found that the exercise of voting was at a high level and the specific contact was at a middle level. the correlation between Aparihāniyadhamma and public political participation in local administrators's election of Tung Kwao sub-district municipality, Mueang Phrae district in Phrae Province was positive that was a relatively low level (r=.704**). Problems and obstacles found that some people rarely attend meetings with the government about publicizing people to vote for local administrators. The recommendations found that People should attend meetings with the government about public relations for people to vote for local administrators
