บทคัดย่อ

          วัตถุประสงค์ของบทความวิจัยนี้ 1) เพื่อศึกษาระดับภาวะผู้นำของผู้ปกครองท้องที่ในการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน ตำบลห้วยม้า อำเภอเมืองแพร่ จังหวัดแพร่ 2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักสัปปุริสธรรมกับภาวะผู้นำของผู้ปกครองท้องที่ในการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน ตำบลห้วยม้า อำเภอเมืองแพร่ จังหวัดแพร่ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะเกี่ยวกับภาวะผู้นำของผู้ปกครองท้องที่ในการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน ตำบลห้วยม้า อำเภอเมืองแพร่ จังหวัดแพร่

           วิธีดำเนินการวิจัยเป็นการวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณประกอบด้วยการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้กลุ่มตัวอย่างจำนวน 373 คนและการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 9 รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ เพื่อสนับสนุนข้อมูลเชิงปริมาณ

            ผลการวิจัย พบว่า ๑. ระดับภาวะผู้นำของผู้ปกครองท้องที่ในการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน ตำบลห้วยม้า อำเภอเมืองแพร่ จังหวัดแพร่
หลักสัปปุริสธรรม โดยภาพรวม มีค่าเฉลี่ยทุกด้านอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปุคคลัญญุตา รู้จักบุคคล มีค่าเฉลี่ยสูงสุด อยู่ในระดับมาก และ ด้านธัมมัญญุตา รู้จักเหตุ มีค่าเฉลี่ยต่ำสุด อยู่ในระดับมาก ระดับภาวะผู้นำของผู้ปกครองท้องที่ในการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน ตำบลห้วยม้า อำเภอเมืองแพร่ จังหวัดแพร่ โดยภาพรวม มีค่าเฉลี่ยทุกด้านอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านภาวะผู้นำแบบมีส่วนร่วม มีค่าเฉลี่ยสูงสุด อยู่ในระดับปานกลาง และด้านภาวะผู้นำแบบมุ่งความสำเร็จ มีค่าเฉลี่ยต่ำสุด อยู่ในระดับปานกลาง ๒. ความสัมพันธ์ระหว่างหลักสัปปุริสธรรมกับภาวะผู้นำของผู้ปกครองท้องที่ในการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน ตำบลห้วยม้า อำเภอเมืองแพร่ จังหวัดแพร่ โดยภาพรวม
มีความสัมพันธ์เชิงบวกในระดับค่อนข้างสูง (R=.๗๖๑**) จากการทดสอบสมมติฐาน
๓. ปัญหา อุปสรรค พบว่า ผู้ปกครองท้องที่บางคนไม่ค่อยมีความรู้ อีกทั้งยังขาดประสบการณ์ จึงไม่สามารถให้คำแนะนำที่ชัดเจนให้ประชาชนได้เท่าที่ควร ข้อเสนอแนะ พบว่า ผู้ปกครองท้องที่ควรแนะนำให้ประชาชนนั้นไปเลือกตั้งอย่างเป็นกลาง และเลือกคนที่มีความสามารถเข้ามาทำงาน ควรสนับสนุนให้ประชาชนในหมู่บ้านและชุมชนออกไปใช้สิทธิในการเลือกตั้งทุกระดับ

Abstract

          The objectives of this research article were 1) To study the leadership level of local parents in promoting political participation of people in Huai-Ma Sub-district, Mueang Phrae District, Phrae Province. 2) To study the relationship between Sappers Dhamma principles and leadership of local rulers in promoting political participation of people in Huai Ma Sub-district, Mueang Phrae District, Phrae Province.
3) To study the problems, obstacles and recommendations on the leadership of local rulers in promoting political participation of people in Huai Ma Sub-district, Mueang Phrae District, Phrae Province.

            The methodology was a cohort study of 373 subjects and the quantitative research comprised the quantitative research used for the depth of the interactions in this paper. Which is important in the number of 9 images or people who use techniques to analyze the content of the square as an arrangement to accompany the distribution table Which the user will pay attention to unnecessarily. quantitative data

            The results of the research were as follows: 1.the leadership level of local parents in promoting political participation of people in Huai-Ma Sub-district, Mueang Phrae District, Phrae Province. Sappurisadhamma as a whole had average values in all aspects at a high level. When considering each side, it was found that the Puggalannuta side, known to people, had the highest average. was at a high level and in the side of Dhammannuta, known the cause, had the lowest average at a high level. The leadership level of local parents in promoting political participation of people in Huai-Ma Sub-district, Mueang Phrae District, Phrae Province. were generally average in all aspects at a moderate level. When considering each side, it was found that the participatory leadership have the highest average moderate and success-oriented leadership has the lowest average in the middle 2. The relationship between the Sappurisadhamma and Local leadership in promoting people’s political participation in Huai Ma Sub-district, Mueang Phrae District, Phrae Province as a whole. There was a positive correlation at a relatively high level (R=.761**) from hypothesis testing. 3. Problems and obstacles concerning the leadership of local rulers in promoting political participation of the people in Huai Ma Sub-district, Mueang Phrae District, Phrae Province, Problems and obstacles found that some local rulers had little knowledge. It also lacks experience. therefore, unable to give clear advice to the public as they should. The recommendations found that local parents should advise people to go for neutral elections. and select talented people to work people in villages and communities should be encouraged to exercise their right to vote at all levels.
