          บทความวิจัยนี้ ต้องการนำเสนอผลการวิจัยเพื่อตอบวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับวัฒนธรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการไปใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลเวียงสา อำเภอเวียงสา จังหวัดน่าน 2. เพื่อศึกษาความสัมพันธ์ระหว่างอปริหานิยธรรม 7 กับวัฒนธรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการไปใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลเวียงสา อำเภอเวียงสา จังหวัดน่าน 3. เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางพัฒนาวัฒนธรรมทางการเมืองแบบมี
ส่วนร่วมของประชาชนในการไปใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลเวียงสา อำเภอเวียงสา จังหวัดน่าน ดำเนินการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ ใช้วิธีวิจัยเชิงสำรวจกลุ่มตัวอย่าง และการวิจัยเชิงคุณภาพ เลือกผู้ให้ข้อมูลสำคัญแบบเจาะจง ด้วยวิธีการสัมภาษณ์เชิงลึก

          วิธีดำเนินการวิจัยเป็นการวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณประกอบด้วย
การวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้กลุ่มตัวอย่างจำนวน 343 คนและการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 9 รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ

          ผลการวิจัย พบว่า ระดับวัฒนธรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการไปใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลเวียงสา อำเภอเวียงสา จังหวัดน่าน จำแนกเป็น 1) ด้านหลักอปริหานิยธรรม 7 โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ได้แก่ ด้านเคารพนับถือผู้อาวุโส มีค่าเฉลี่ยสูงสุด อยู่ในระดับมาก และด้านพร้อมเพรียงกันประชุม มีค่าเฉลี่ยต่ำสุด อยู่ในระดับปานกลาง 2) ระดับวัฒนธรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการไปใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลเวียงสา อำเภอเวียงสา จังหวัดน่าน โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านมีจิตสำนึกทางการเมือง มีค่าเฉลี่ยสุงสุด อยู่ในระดับมาก และด้านตื่นตัวทางการเมือง มีค่าเฉลี่ยต่ำสุด อยู่ในระดับน้อย ความสัมพันธ์ระหว่างหลักอปริหานิยธรรม 7 กับวัฒนธรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการไปใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลเวียงสา อำเภอเวียงสา จังหวัดน่าน มีความสัมพันธ์เชิงบวกในระดับค่อนข้างสูง (R=.739**) ปัญหา อุปสรรค พบว่า ประชาชนบางส่วนยังขาดความรู้ความเข้าใจในการใช้สิทธิเสรีภาพทางการเมือง บทบาททางการเมืองของตัวผู้นำ ประชาชนยังไม่เข้าใจในตัวนโยบายของผู้นำท้องถิ่น ประชาชนบางคนไม่เห็นด้วยกับความคิดเห็นหรือนโยบายบางประการของผู้นำหรือผลประโยชน์ที่ได้รับ และข้อเสนอแนะ พบว่า จัดให้มีการให้ความรู้ความเข้าใจเรื่องข่าวสารทางการเมืองและเรื่องสิทธิในการเลือกตั้ง สิทธิเสรีภาพทางการเมือง ควรชี้แจงให้ประชาชนได้รับทราบวัตถุประสงค์และประโยชน์ของการเข้าร่วม ท้องถิ่นต้องมีการจัดกิจกรรมทางการเมืองที่สื่อถึงประโยชน์ในทางการเมืองให้ประชาชนได้เข้าใจอันดีต่อการเข้ามาบริหารท้องถิ่น

Abstract

          This research article I would like to present the research results to answer the objectives: 1. To study the level of political culture with people's participation in electing local administrators, Wiangsa Subdistrict Municipality, Wiangsa District, Nan Province. 3. To study the problems, obstacles and suggestions for the development of the political culture of Wiangsa Subdistrict Municipality 7 and the people's participatory political culture in electoral rights.           The method of conducting this research is a combined method research. It consists of quantitative research consisting ofquantitative research The questionnaire was used as a tool for collecting data. A sample of 343 people and qualitative research. Use in-depth interviews with 9 key informants or people.            The results of the research showed that the level of political culture with people's participation in electing local administrators, Wiangsa Sub-district Municipality, Wiangsa District, Nan Province is classified into 1) the 7 aspects of Aparihaniyadhamma as a whole. The average is at a high level. When considering each aspect, it was found that respect for elders have the highest average at a high level and the unison meeting has the lowest average level 2) The level of political culture with people's participation in electing local administrators, Wiang Sa Sub-district Municipality, Wiang Sa District, Nan Province, as a whole, was at a medium level. When considering each side, it was found that the side had political consciousness. has the highest average at a high level and political awakening has the lowest average low level The relationship between the 7 Aparihaniyadhamma principles and the people's participatory political culture in electing local administrators of Wiang Sa Subdistrict Municipality Wiang Sa District, Nan Province had a positive relationship at a relatively high level (R=.739**). Leader's political role People still do not understand the policies of local leaders. Some citizens disagree with some of the leaders' opinions or policies or the interests they receive. and suggestions, it was found that there was organized to provide knowledge and understanding about political news and voting rights. political freedom Should inform the public about the purpose and benefits of participation. Localities must organize political activities that communicate political benefits to the people to have a good understanding of the administration of the locality.
