แนวทางการบริหารจัดการความปลอดภัยในสถานศึกษา โรงเรียนสันทรายหลวง อำเภอสันทราย จังหวัดเชียงใหม่ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่ เขต 2

บทคัดย่อ

          การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารจัดการความปลอดภัยของสถานศึกษาโรงเรียนสันทรายหลวง อำเภอสันทราย จังหวัดเชียงใหม่ สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่ เขต 2 ประชากรที่ใช้ในการศึกษาได้แก่ ผู้บริหารและบุคลากรทางการศึกษาของโรงเรียนสันทรายหลวง  จำนวน 50 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถามมาตราส่วนประเมินค่า 5 ระดับ มีค่าดัชนีความสอดคล้อง ระหว่าง 0.67-1.00 วิเคราะห์ข้อมูล โดยใช้ค่า ร้อยละ ค่าเฉลี่ย และ ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า สภาพการบริหารจัดการความปลอดภัยของสถานศึกษา มีการดำเนินงานโดยรวมอยู่ในระดับมาก ด้านที่มีการดำเนินงานสูงสุด  คือ ด้านมาตรการป้องกัน รองลงมา คือ มาตรการการปราบปราม มีการดำเนินงานอยู่ในระดับมาก และด้านมาตรการการปลูกฝัง ตามลำดับ เมื่อพิจารณาเป็นรายข้อ สภาพการบริหารจัดการความปลอดภัยในสถานศึกษาด้านมาตรการป้องกัน ที่มีการดำเนินงานสูงสุด คือ กำหนดพื้นที่ปลอดภัย และการมีการดำเนินงานต่ำสุด คือ การจัดระบบช่องทางการสื่อสารด้านความปลอดภัยของสถานศึกษา สภาพการบริหารจัดการความปลอดภัยในสถานศึกษา ด้านมาตรการการปลูกฝัง ที่มีการดำเนินงานสูงสุด คือการสร้างจิตสำนึกความตระหนักการรับรู้และความเข้าใจด้านความปลอดภัยให้แก่ตนเองผู้อื่นและสังคม และมีการดำเนินงานต่ำสุด คือการจัดกิจกรรมเสริมสร้างทักษะประสบการณ์และสมรรถนะด้านความปลอดภัยให้แก่นักเรียน สภาพการบริหารจัดการความปลอดภัยในสถานศึกษาด้านมาตรการการปราบปราม ที่มีการดำเนินงานสูงสุด คือ การจัดการแก้ไขปัญหากรณีเกิดเหตุความปลอดภัยในสถานศึกษา และ มีการดำเนินงานต่ำสุด คือ การจัดกิจกรรมเสริมสร้างทักษะประสบการณ์และสมรรถนะด้านความปลอดภัยให้แก่นักเรียน

Abstract

            The purpose of this research was to study the safety management conditions of San Sai Luang School, San Sai District, Chiang Mai Province, under the Chiang Mai Primary Educational Service Area Office 2. The population used in the study was 50 administrators and educational personnel of San Sai Luang School. Research instruments used were a five-point rating scale questionnaire with the Index of Item-Objective Congruence between 0.67-1.00. Data were analyzed using percentage, mean, and standard deviation. The results showed that the school’s overall operation of safety management condition was at a high level. The area with the highest operation was the preventive measure, followed by the suppression measure at a high level and the cultivation measure, respectively. When considering each item, the school safety management condition in terms of prevention measure with the highest operation was defining safe zones while the lowest operation was organizing school safety communication channels. The school safety management condition in terms of cultivation measure with the highest operation included creating awareness and understanding of safety for oneself, others, and society, while the lowest operation was organizing activities to enhance safety skills, experience and competency for students. The school safety management condition in terms of suppression measure with the highest operation was solving problems in case of school safety incidents while the lowest operation was organizing activities to enhance safety skills, experience, and competency for students.
